POLICY GOALS

1. Mandatory Identification for Commercial Charters

Every vessel offered for hire or advertised online must display a valid Commercial Registration Number, Safety Compliance Certificate Number, and/or the Blue Decal SVCP Number. This requirement ensures that all commercial boating operations are easily verifiable, fully compliant, and traceable—reinforcing safety and accountability across Canadian waterways.

2. Enhanced Vessel Detention and Enforcement Protocols

S.A.B.A. advocates for a strengthened process for detaining unsafe or non-compliant vessels. A vessel under detention should be formally deemed unserviceable, secured through its marina or a designated third party, and actively tracked. Furthermore, all marinas should be required to withhold fuel and service access to any vessel under active investigation, with the detention status circulated to relevant authorities and operators to prevent unauthorized operation.
